Installation Notes:
all files with the .bix extension should be copied into the fallout 3 /data / videos folder.
the following should be copied into the main fallout3 /data folder.
Broken Steel.esm
Broken Steel-Main.bsa
BrokenSteel-Sounds.bsa
make sure when running fallout 3 you select brokensteel in the launcher, under data section.
this has not been fully tested by me yet but i can assure you that the first new quest works and that i have no problems with it so far.
